GET /communication/templates/available

Returns an aggregated list of platform default templates and tenant custom templates, each marked with source (platform/tenant) and whether it is overridden by the tenant. Used for frontend template selector display. References: ePrivacy Directive 2002/58/EC, CAN-SPAM Act.
