POST /files/multipart/init

Initialize a multipart upload task for large files, generating presigned PUT upload URLs for each part. Automatically checks file type whitelist and tenant storage quota (rejects if quota insufficient). Creates a file record with multipart_pending status. Reference: GDPR Art 32 (Security of Processing).
