POST /files/multipart/{file_id}/complete

Verify that all parts have been successfully uploaded to MinIO, use ComposeObjects to merge parts into the target file, and clean up temporary part objects. Only the file owner can perform this operation. Reference: GDPR Art 32 (Security of Processing).
